WHAT KIND OF FLINT IS THIS ARROWHEAD MADE OF ?

Looks like Quartz to meas well . Not all Arrowheads are flint . Any hard ( but workable ) rock/stone that can be flaked and formed to a sharp edge can be used for Arrowheads . Woodstock
 
I agree that in the picture it looks like quartz. Telling us what state it was found in can help identify the material. Quartz artifacts are most commonly found in the Eastern and Southeastern parts of the U.S. If it is chert then most likely it was heat treated before it was knapped.
