There are some that truly care about the environment but many others just use it as a weapon to control others or create unfair economic advantages for themselves. Now that the value of gold has gone through the roof somebody probably doesn't want anyone else staking new claims. Of course if you already have a claim you are probably able to expand. Just a hunch.
