Cent 1970 s small date

Hello everyone i dont If i can post this in this forum, If deleted i understand! Im looking information in this coin , its a penny 1970s small date and has a double line outside the coin , i dont know how to call it.
 
I am not a numismatic expert, just my opinion, but the '9' and '0' appears to be higher than the '7', therefore it is not a small date. Even though the numerals all appear to be nice and neat (small), the position of the '7' is the key to it being a 'large' or 'small date'. I also do not see anything unusual about the double band around the edge. Almost every one I looked at appeared to have that.
