Cuff mounting - under holes or side holes depending upon cuff choice. I went with "his" cuff because the under drilled holes allow me to swap in the stock cuff w/stand for land. There are 4 holes / poor photo.

What is the difference in weight and where did you source that materials?
 
I don't have my digital kitchen scale with me in FL to check the weight difference, the idea of comparing did occur to me. Jewelry scale won't cut it for checking. I ordered mine from a specialty shaft / rod maker whom I've bought several quality items from over the last few years. You can make your own, others here have. I've googled sources for carbon fiber tubes, just be sure you know your inner and outer diameters and get enough length. If I were making my own it would be a one piece but I needed a breakdown shaft for travel...and done right. CF is $$$'s. The stock shaft will be your guide. Then use pluggers shaft locks if you don't want to but the whole shaft made to order.
The arm cuff has choices, stock, Anderson (1 bolt and extended sides), heavy duty Whites (1 bolt and extend sides) or the one I got from the maker that is attached from the top through the shaft by two stainless bolts and hardware. I own all the types I mentioned and the last one is new to me and it seems very solid with two mounting bolts, washers and lock washers to address torquing. Torquing between the cuff and shaft is mentioned some posts and that is a concern so I'll see how it goes.
 
Dont know what the total price for his shaft was or even Andersons, but if you buy the CF, a different Cuff, lower shaft, and want to make the upper shaft longer than 3' then you are really close to the price of one of these makers. Like was mentioned you have to get the ID and OD right..... then drill holes which can really tick you off if thats done wrong..... and now the EQ requires that hole for the cuff....ugh.
