kind of looks like part of an umbrella that slides on the pole. The slot could be where it locks in place and the notches on the other end where the many rods held the material tight. Just a guess, I hadn't compared it to any others.

Antique relief valve that is missing the handle. Handle would have been in the narrow slot and pushed down to activate.
