I found this today near a 1903 IH cent in the local park. It has a loop on it like it was attached to a chain. The face of it has some remains of enamel. I cannot tell if it ever had any information stamped on it because it is pretty toasted. It broke in two places while getting pictures. The top/face of it is separate from the rest and clips into place. The bottom section is/was one piece.
 
I think its a belt clip to a watch chain . Search for "hickok beltogram" and you will see similar though yours may be a different maker.

I bet you're right, Taz. Thanks. This design complicates it more than is necessary since it is 2 pieces but maybe they just needed to avoid already copyrighted designs.
 
Hello -- This design looks very familiar and am trying to place it in my mind, but could it be an old nail clipper that is missing its spring?
