If a key. Could be a distance away.
That part probably stayed on the belt until it was discovered broken.

Then again could of been broken in battle.

Looks to be some type of clasp, perhaps for a heavy cloak. That has some age on it.
 
Using google images I'm not finding any exact matches. There are a few suggested matches that are "wheel crosses" or very old bronze pendant from the early years of the Christianization of England. Also had some suggestions of Viking era things. Perhaps enlist the help of a historian in your area. Then there are the Finds liaison officers who evaluate ancient metal detecting finds in England, working with detectorists to record and authenticate discoveries. They are part of the Portable Antiquities Scheme, which helps preserve historical artifacts.
