Some sort of compass or time piece..need Info.

I found this old piece about 20 minutes outside Valley Forge, Pa..very historical arnea..it is about 1 1/2 inches in diameter and 1/4 inch thick. It has a needle that raises up and down, it doesn't stick to a magnet...It weighs 14.73 grams, it has a little green patina, It has what appears to be a bird with its wing spread and some sort od a triangle @ the bottom of its feet..I know its very old..any help would be appreciated..Tks..(KCH)
 
It looks like a pocket timepiece from the 1920's........ a sundial. A compass went in the hole so you can align to North.
