Tiny but interesting

Found this small piece near a very old road. Any thoughts? The edge of the larger side is reeded, and slightly concave.
 
I've seen nuts like that but cannot remember what they were used on. Its reeded to grip with your fingers to turn it. You may still be able to see threads inside of it, or it could be splined and fit onto a small shaft like a lantern wick knob. Battery terminal nut is also likely as Flinthunter said.
 
I say that is called a knurled fastener or nut, it is used on various applications, old 6 volt battery terminals is one use.

It does look like a thumb screw, but I am seeing a star pattern inside the hole, which leads me to think this is the pulley from an old radio...the one that had the sting and the dial for the station indicator? Also could be from a belt driven record player?
