Unknown Disc...blue and white star inlay...help?!

Found this today at a site that dates between 1890 and 1925. It's a little over 2" in diameter. It looks like it had a pin on the back for pinning it on clothes.
 
My first thought was a Captain America shield pin but there needs to be a red ring on each side of the white ring that runs around the rim, so probably not.
 
I think it looks like the pins that signify how many family members you have serving in the military(1 star per person). I think they have "sisters" in the name of the company. I'll try to find out what its called but will be later on, I am headed to work now.
EDIT:
Ok, I did a quick search and its called "Blue Star Mothers".....I was a bit off on the 'sisters' part. This is probably not the same as what you have because the color of the star is not the same. But here are some examples....

I would agree, looks like you nailed it. Good job on the ID. It would have had a red spot in the center. Here is a christmas ornament with much of the same design....
